وَ یَقُوۡلُ الَّذِیۡنَ کَفَرُوۡا لَوۡ لَاۤ اُنۡزِلَ عَلَیۡہِ اٰیَۃٌ مِّنۡ رَّبِّہٖ ؕ قُلۡ اِنَّ اللّٰہَ یُضِلُّ مَنۡ یَّشَآءُ وَ یَہۡدِیۡۤ اِلَیۡہِ مَنۡ اَنَابَ ﴿ۖۚ۲۷﴾ اَلَّذِیۡنَ اٰمَنُوۡا وَ تَطۡمَئِنُّ قُلُوۡبُہُمۡ بِذِکۡرِ اللّٰہِ ؕ اَلَا بِذِکۡرِ اللّٰہِ تَطۡمَئِنُّ الۡقُلُوۡبُ ﴿ؕ۲۸﴾ اَلَّذِیۡنَ اٰمَنُوۡا وَ عَمِلُوا الصّٰلِحٰتِ طُوۡبٰی لَہُمۡ وَ حُسۡنُ مَاٰبٍ ﴿۲۹﴾ کَذٰلِکَ اَرۡسَلۡنٰکَ فِیۡۤ اُمَّۃٍ قَدۡ خَلَتۡ مِنۡ قَبۡلِہَاۤ اُمَمٌ لِّتَتۡلُوَا۠ عَلَیۡہِمُ الَّذِیۡۤ اَوۡحَیۡنَاۤ اِلَیۡکَ وَ ہُمۡ یَکۡفُرُوۡنَ بِالرَّحۡمٰنِ ؕ قُلۡ ہُوَ رَبِّیۡ لَاۤ اِلٰہَ اِلَّا ہُوَ ۚ عَلَیۡہِ تَوَکَّلۡتُ وَ اِلَیۡہِ مَتَابِ ﴿۳۰﴾ وَ لَوۡ اَنَّ قُرۡاٰنًا سُیِّرَتۡ بِہِ الۡجِبَالُ اَوۡ قُطِّعَتۡ بِہِ الۡاَرۡضُ اَوۡ کُلِّمَ بِہِ الۡمَوۡتٰی ؕ بَلۡ لِّلّٰہِ الۡاَمۡرُ جَمِیۡعًا ؕ اَفَلَمۡ یَایۡـَٔسِ الَّذِیۡنَ اٰمَنُوۡۤا اَنۡ لَّوۡ یَشَآءُ اللّٰہُ لَہَدَی النَّاسَ جَمِیۡعًا ؕ وَ لَا یَزَالُ الَّذِیۡنَ کَفَرُوۡا تُصِیۡبُہُمۡ بِمَا صَنَعُوۡا قَارِعَۃٌ اَوۡ تَحُلُّ قَرِیۡبًا مِّنۡ دَارِہِمۡ حَتّٰی یَاۡتِیَ وَعۡدُ اللّٰہِ ؕ اِنَّ اللّٰہَ لَا یُخۡلِفُ الۡمِیۡعَادَ ﴿٪۳۱﴾
یہ لوگ جنہوں نے ﴿ رسالتِ محمدی ؐ کو ماننے سے﴾ انکار کر دیا ہے کہتے ہیں ” اِس شخص پر اِس کے ربّ کی طرف سے کوئی نشانی کیوں نہ اُتری؟“43۔۔۔۔کہو، اللہ جسے چاہتا ہے گمراہ کر دیتا ہے اور وہ اپنی طرف آنے کا راستہ اُسی کو دکھاتا ہے جو اُس کی طرف رُجوع کرے۔44 ایسے ہی لوگ ہیں وہ جنہوں نے ﴿اِس نبی ؐ کی دعوت کو﴾ مان لیا ہے اور اُن کے دلوں کو اللہ کی یاد سے اطمینان نصیب ہوتا ہے۔ خبر دار رہو! اللہ کی یاد ہی وہ چیز ہے جس سے دلوں کو اطمینان نصیب ہوا کرتا ہے ۔ پھر جن لوگوں نے دعوتِ حق کو مانا اور نیک عمل کیے وہ خوش نصیب ہیں اور ان کے لیے اچھا انجام ہے۔
اے محمد ؐ ، اِسی شان سے ہم نے تم کو رسُول بنا کر بھیجا ہے45، ایک ایسی قوم میں جس سے پہلے بہت سی قومیں گزر چکی ہیں، تا کہ تم اِن لوگوں کو وہ پیغام سُناوٴ جو ہم نے تم پر نازل کیا ہے، اِس حال میں کہ یہ اپنے نہایت مہربان خدا کے کافر بنے ہوئے ہیں۔46 اِن سےکہو کہ وہی میرا ربّ ہے ، اُس کے سوا کوئی معبود نہیں،اُسی پر میں نے بھروسہ کیا اور وہی میں ملجا و ماویٰ ہے۔
اور کیا ہو جاتا اگر کوئی ایسا قرآن اُتار دیا جاتا جس کے زور سے پہاڑ چلنے لگتے، یا زمین شق ہو جاتی، یا مُردے قبروں سے نکل بولنے لگتے؟47﴿اِس طرح کی نشانیاں دِکھا دینا کچھ مشکل نہیں ہے﴾ بلکہ سارا اختیار ہی اللہ کے ہاتھ میں ہے۔48 پھر کیا اہلِ ایمان ﴿ابھی تک کفّار کی طلب کے جواب میں کِسی نشانی کے ظہُور کی آس لگائے بیٹھے ہیں اور وہ یہ جان کر ﴾ مایوس نہیں ہو گئے کہ اگر اللہ چاہتا تو سارے انسانوں کو ہدایت دے دیتا ؟49 جن لوگوں نے خدا کے ساتھ کُفر کا رویّہ اختیار کر رکھا ہے اُن پر ان کے کر تُو توں کی وجہ سے کوئی نہ کوئی آفت آتی ہی رہتی ہے، یا ان کےگھر کے قریب کہیں نازل ہوتی ہے۔ یہ سلسلہ چلتا رہے گا یہاں تک کہ اللہ کا وعدہ آن پُورا ہو۔ یقیناً اللہ اپنے وعدوں کے خلاف ورزی نہیں کرتا۔ ؏ ۴
Translation of the verses :
Those who have refused [to accept the messengership of Muhammad ﷺ] say, “Why has no sign been sent down to this man from his Lord?” (43) … Say: Allah leaves astray whomever He wills, and He guides to Himself whoever turns to Him. (44) Such are those who have accepted [the call of this Prophet ﷺ], and whose hearts find satisfaction in the remembrance of Allah. Take heed! It is the remembrance of Allah alone by which hearts find satisfaction. Then those who accepted the call to truth and did righteous deeds — they are the fortunate ones, and a good end awaits them.
O Muhammad ﷺ, it is in this manner that We have sent you as a Messenger, (45) among a nation before whom many nations have already passed away, so that you may recite to these people the message which We have revealed to you — while they are disbelieving in their Most Merciful Lord. (46) Say to them: He alone is my Lord; there is no deity but Him. In Him alone have I placed my trust, and to Him alone is my return.
And what would happen if a Qur’an were sent down by whose power the mountains were set in motion, or the earth were split apart, or the dead were made to speak from their graves? (47) [Showing such signs is not at all difficult] — rather, all authority rests in Allah’s hand alone. (48) Have the believers, then, [still been waiting for the appearance of some sign in response to the disbelievers’ demand, and] not yet despaired, knowing that had Allah willed, He could have guided all mankind? (49) Those who have adopted an attitude of disbelief toward Allah — some calamity or other keeps befalling them because of their deeds, or it descends somewhere close to their homes. This will go on until Allah’s promise comes to pass. Surely Allah does not break His promises. — Section 4

That is, it is not Allah’s practice to forcibly show the right path to one who does not turn to Him of his own accord and instead chooses to turn away from Him. He grants such a person the ability to wander in the very paths in which he himself desires to wander. The very means which become a source of guidance for a person seeking guidance become a source of misguidance for a person seeking misguidance. Even a bright lamp, when placed before him, serves not to show him the way but only to dazzle his eyes. This is the meaning of Allah letting someone go astray.

That is, they have turned away from His worship, they are making others partners with Him in His attributes, powers, and rights, and they are offering thanks for His blessings to others.

To understand this verse, it is essential to keep in mind that here the address is not to the disbelievers but to the Muslims. Whenever the Muslims heard the disbelievers repeatedly demanding a sign, unease arose in their hearts, wishing that some sign could be shown to these people that would convince them. Then, when they felt that the absence of such a sign was giving the disbelievers an opportunity to spread doubts in people’s hearts about the Prophet’s (peace be upon him) prophethood, this unease grew even greater. In response, the Muslims are being told: if such and such signs were suddenly shown along with some chapter of the Qur’an, do you really think these people would believe? Do you harbor the illusion that they are sitting fully ready to accept the truth, and that only the appearance of a sign is lacking? Those in whom the Qur’an’s teaching, the signs of the universe, the Prophet’s pure life, and the transformation in the lives of the noble Companions failed to awaken the light of truth — do you imagine they would find any light in mountains moving, the earth splitting open, or the dead emerging from their graves?
Footnote 48:
That is, the real reason for not showing signs is not that Allah Almighty is unable to show them, but rather that employing such methods is contrary to Allah’s wisdom. For the real objective is guidance, not merely compelling acknowledgment of a prophet’s prophethood, and guidance is not possible without the reform of people’s thinking and insight.

That is, had a mere unreasoning, unconscious faith been the objective, without understanding, there would have been no need for the trouble of showing signs at all. This could have been achieved just as easily by Allah simply creating all human beings as believers from the outset.
