وَعَلَيْكُمُ السَّلَامُ وَرَحْمَةُ اللهِ وَبَرَكَاتُهُ
SubhanAllah — this is one of the most majestic declarations of divine certainty in the entire Quran. This theme appears in two Surahs — almost identically worded — which itself signals its supreme importance.
🌟 The Two Verses
1️⃣ Surah At-Tawbah (9:32)
يُرِيدُونَ أَن يُطْفِئُوا نُورَ اللَّهِ بِأَفْوَاهِهِمْ وَيَأْبَى اللَّهُ إِلَّا أَن يُتِمَّ نُورَهُ وَلَوْ كَرِهَ الْكَافِرُونَ
“They desire to extinguish the light of Allah with puffs from their mouths — but Allah refuses everything except to perfect His light, even though the disbelievers intensely dislike it.”
In Mawdudi’s Tafheem ul-Quran, this verse describes how these people, with all the feeling in their minds directed toward falsifying the truth, wish to quench the very light of Allah by word of mouth — by propagating false rumours and uttering falsehood against Him. But Allah is not moved; He continues to send His illumination — the Quran — until souls are lit by divine truth and enlightenment prevails, even if this is hateful to those who refuse to acknowledge the truth. 
2️⃣ Surah As-Saf (61:8)
يُرِيدُونَ لِيُطْفِئُوا نُورَ اللَّهِ بِأَفْوَاهِهِمْ وَاللَّهُ مُتِمُّ نُورِهِ وَلَوْ كَرِهَ الْكَافِرُونَ
“They seek to blow out Allah’s light with their mouths — but Allah has decreed that He shall perfect His light, much as the disbelievers may dislike it.”
Mawdudi’s commentary on 61:8 states that Allah has decreed He shall perfect His light — much as the disbelievers may dislike it. 
🔍 The Profound Tafsir of the Imagery
Allah specifically says بِأَفْوَاهِهِمْ — “with their mouths” — to indicate the situation of ridicule for their actions. This is because the one who tries to blow out the light of the sun with his mouth in order to extinguish it is the object of mockery. If they cannot blow out the light of the sun — which is powerful — with their mouths, then how about the light of Allah, which is infinitely more powerful? 
The imagery is deliberately chosen — it exposes the absurdity of their effort. Their weapons are: lies, propaganda, false accusations, mockery, persecution. Allah’s response: وَاللَّهُ مُتِمُّ نُورِهِ — “Allah will complete His light.” Not “might.” Not “plans to.” He will.

The repetition of this theme in two Surahs is itself a Quranic signal — this is a settled matter of divine will.
🔴 Followed by (61:9) — The Completion Declared
هُوَ الَّذِي أَرْسَلَ رَسُولَهُ بِالْهُدَىٰ وَدِينِ الْحَقِّ لِيُظْهِرَهُ عَلَى الدِّينِ كُلِّهِ وَلَوْ كَرِهَ الْمُشْرِكُونَ
“He it is who sent His Messenger with guidance and the religion of truth, that He may make it prevail over all religions — even though the mushrikeen hate it.”
(61:9)
Three times in the Quran (9:33, 48:28, 61:9) — identical wording — Allah declares this promise. Their hatred is acknowledged, but it changes nothing.
سُبْحَانَ اللهِ — what divine confidence and certainty. No anxiety. No contingency. Just وَاللَّهُ مُتِمُّ نُورِهِ — Allah will complete His light. The One who said “Be!” to the heavens and earth does not negotiate with those blowing with their mouths. 🌟
