CHAPTER: 40 EXPLANATORY FOOTNOTES #99-109

Surah Al-Mu’min, Footnote No. 99

The meaning is: even after the above discourse, did you still fail to understand where the real source of these people’s false thinking and false conduct lies, and where they stumbled and fell into this pit of misguidance? (It should be noted that “you” here is not addressed to the Prophet, peace be upon him, but to every person who reads or hears these verses.)

Surah Al-Mu’min, Footnote No. 100

This is the real reason for their stumbling. Their refusal to accept the Qur’an and the teachings brought by Allah’s messengers, and their meeting Allah’s signs with quarrelsome argument instead of serious reflection — this is the fundamental cause that has led them astray and closed off every possibility of their coming to the straight path.

Surah Al-Mu’min, Footnote No. 101

That is, when driven by intense thirst they ask for water, Hell’s attendants will drag them in chains to springs from which boiling water gushes forth. Then, once they have finished drinking there, they will drag them back again and thrust them into the fire of Hell.

Surah Al-Mu’min, Footnote No. 102

That is: if they really shared in godhood, and you worshipped them in the hope that they would come to your aid in times of trouble, then why do they not come now to rescue you?

Surah Al-Mu’min, Footnote No. 103

This does not mean that they did not practice polytheism in the world; rather, it means that it has now become clear to them that those they used to call upon in the world were nothing at all — mere nothings, lifeless things.

Surah Al-Mu’min, Footnote No. 104

That is, you did not stop merely at following what was not true — you were so engrossed in this falsehood that when the truth was presented to you, you paid it no heed, and instead kept exulting in your devotion to falsehood.

Surah Al-Mu’min, Footnote No. 105

That is, be patient with the words and actions of those who are confronting you with quarrelsome argument and trying to defeat you through base tactics.

Surah Al-Mu’min, Footnote No. 106

That is, it is not necessary that We punish, in this very world and within your own lifetime, every person who has tried to harm you. Whether or not a person is punished here, he can in no way escape Our grasp — in death he must come to Us, and it is then that he will receive the full punishment for his deeds.

Surah Al-Mu’min, Footnote No. 107

A new subject begins here. The disbelievers of Makkah used to tell the Messenger of Allah (peace be upon him) that they could not accept him as Allah’s messenger until he showed them the miracle of their own choosing. The following verses respond to this demand without explicitly quoting it. (For a few examples of the kind of miracles they used to demand, see Tafhim al-Qur’an, Volume 2, pp. 327, 498, 642; Volume 3, p. 445.)

Surah Al-Mu’min, Footnote No. 108

That is, no prophet has ever shown a miracle of his own accord, nor was any prophet himself capable of producing a miracle. Whenever a miracle appeared through a prophet, it appeared only when Allah willed that a miracle be shown, through that prophet’s hand, to some denying nation. This is the first answer to the disbelievers’ demand.

Surah Al-Mu’min, Footnote No. 109

That is, a miracle has never been shown as a form of entertainment — it is a decisive matter. Once it appears, if a nation still does not believe, it is then brought to its end. You are demanding a miracle purely out of a desire for spectacle, but you fail to realize that by persisting in this demand you are, in effect, inviting your own downfall. This is the second answer to the disbelievers’ demand, whose details have already been given in several places earlier in the Qur’an (see Volume 2, pp. 498, 510, 626; Volume 3, pp. 148–149, 445–446, 498–499).

Ha-Mim. The revelation of this Book is from Allah, the Almighty, the All-Knowing, the Forgiver of sin and Acceptor of repentance, Severe in punishment, Owner of great bounty. There is no god but Him; to Him is the return of all.¹

Surah Al-Mu’min, Footnote No. 1

This is the preamble of the discourse, through which the listeners are forewarned from the very outset that this speech being presented to them is not the word of any ordinary being, but has been revealed from a God possessing these particular attributes. Several attributes of Allah are then mentioned in succession, each bearing deep relevance to what follows:

First, that He is “Almighty” — that is, dominant over all. Whatever judgment He passes in anyone’s favor is bound to be enforced; no one can contend with Him and win, nor escape His grasp. So if anyone turns away from His command expecting success, or disputes with His messenger hoping to defeat him, this is nothing but his own folly. Such expectations can never be fulfilled.

Second, that He is “All-Knowing” — meaning He does not speak on the basis of conjecture or guesswork but has direct knowledge of everything. Therefore, whatever information He gives about realities beyond sense and perception can only be correct, and not accepting it means a person is willfully pursuing ignorance. Likewise, He knows what constitutes human welfare and which principles, laws, and commands are necessary for it. Every teaching of His is founded on wisdom and true knowledge, in which error is impossible. Hence, rejecting His guidance means a person is deliberately choosing the path of his own destruction. Furthermore, nothing about human conduct is hidden from Him — He even knows the intentions and motives that are the real drivers behind human actions. So no person can escape His punishment through any pretext.

Third, that He is “the Forgiver of sin and Acceptor of repentance.” This is an attribute meant to give hope and encouragement, stated so that those who have persisted in rebellion so far need not despair, but may reconsider their conduct, understanding that if they now desist from it, they can still find a place in Allah’s mercy. It should be understood here that forgiving sin and accepting repentance are not necessarily two names for the same thing — often Allah forgives sins even without repentance. For instance, a person may commit both faults and good deeds, and his good deeds become a means of his faults being forgiven, even if he never had the chance to repent and seek forgiveness for them, or has even forgotten them. Similarly, whatever hardships, calamities, illnesses, and various afflictions of grief and sorrow befall a person in this world all become a substitute for his faults. This is why the forgiving of sins is mentioned separately from the accepting of repentance. But it must be remembered that this concession of forgiveness without repentance is only for the believers — and even among believers, only for those who are free of every trace of rebellion and defiance, and whose sins arose from human weakness rather than from arrogance and persistence in disobedience.

Fourth, that He is “Severe in punishment.” Mentioning this attribute warns people that just as Allah is deeply merciful toward those who choose the path of submission, He is equally severe toward those who adopt an attitude of rebellion and defiance. When a person or group crosses all the limits within which they could be deserving of His overlooking and forgiveness, they then become deserving of His punishment — and His punishment is so terrible that only a foolish person could consider it bearable.

Fifth, that He is “Owner of great bounty” — that is, open-handed, self-sufficient, and generous. A comprehensive shower of His blessings and favors is falling upon all creation at every moment. Whatever His servants receive, they receive only through His grace and generosity.

After these five attributes, two realities are stated in unambiguous terms. One, that in truth there is no god besides Him, however many other false gods people may have set up. The other, that the return of all is to Him alone in the end — no other deity is the one who takes account of people’s deeds and decides their reward and punishment. So whoever sets up others as gods besides Him will himself bear the consequence of his own folly.

Chapter 40: Al Mu’Min

Introduction, Arabic verses, English &urdu translation of the verses, links for Urdu footnotes of explanations

Name: It is derived from the phrase in verse 28, wa qāla rajulun mu’minun min āli Fir’awn (“And a believing man from the family of Pharaoh said…”), i.e., this is the surah in which the mention of that particular believer occurs.

Period of Revelation: Ibn Abbas and Jabir ibn Zayd state that this surah was revealed immediately after Surah Az-Zumar, and its position in the current arrangement of the Qur’an corresponds to the order of revelation as well.

Historical Background: The circumstances under which this surah was revealed are clearly indicated within its content. The disbelievers of Makkah had at that time launched two kinds of campaigns against the Prophet (peace be upon him). First, by stirring up disputes and arguments on every side, raising all sorts of absurd questions, and levelling ever-new accusations, they sought to create so much doubt and suspicion in people’s hearts about the Qur’an’s teaching, the call to Islam, and the Prophet himself, that in the process of clearing them up the Prophet and the believers would eventually be worn down. Second, they were preparing the ground to have him killed. For this purpose they were continuously plotting, and on one occasion they actually put such a plot into action. In Bukhari, it is narrated on the authority of Abdullah ibn Amr ibn al-As that one day the Prophet was praying in the Haram. Suddenly Uqbah ibn Abi Mu’ayt came forward, threw a cloth around his neck, and began twisting it to strangle him, but Abu Bakr arrived just in time and pushed the assailant away. Abdullah relates that while Abu Bakr was struggling with that oppressor, he kept repeating the words: “Would you kill a man simply for saying, ‘My Lord is Allah’?” With slight variation, this incident is also recorded in Ibn Hisham’s Sirah, and Nasa’i and Ibn Abi Hatim have also narrated it.

Subject Matter and Themes: Both these aspects of the situation are clearly stated at the very outset of the discourse, and the entire discourse that follows is a highly effective and instructive commentary on them both.

In response to the assassination plots, the story of the believer from Pharaoh’s household is related (verses 23–55), and through this story three different groups are given three distinct lessons:

  1. The disbelievers are told that what they wish to do to Muhammad (peace be upon him), Pharaoh, relying on his own power, wished to do to Moses — so do they now, by committing such acts, wish to meet the same end that he met?
  2. Muhammad (peace be upon him) and his followers are taught that however dominant and powerful these oppressors may outwardly appear, and however weak and helpless you may be against them, you must be certain that the power of the God whose religion you are working to uphold outweighs every other power. So whatever terrifying threat they may give you, your only response should be to seek refuge in Allah, and then go about your work utterly fearless. The God-fearing person has only one answer to every threat of the oppressor, and that is: “I seek refuge in your Lord from every arrogant one who does not believe in the Day of Reckoning.” Working fearlessly in this way, trusting in Allah despite the dangers, His help will eventually come, and today’s Pharaohs too will witness what the Pharaohs of the past have already witnessed. Until that time comes, whatever storms of oppression and persecution arise must be endured with patience.
  3. Besides these two groups, there was also a third group present in society — those who knew in their hearts that truth was with Muhammad (peace be upon him) and that the disbelieving Quraysh were being utterly unjust, yet despite knowing this, they silently watched this struggle between truth and falsehood as mere spectators. Allah stirs their conscience here, telling them that when the enemies of truth have openly gone so far as to attempt such a grave injustice before their very eyes, it is shameful for them to still sit and merely watch. In such a state, anyone whose conscience is not entirely dead ought to rise and perform the duty that a righteous man among Pharaoh’s own courtiers performed in Pharaoh’s full court, when Pharaoh sought to kill Moses. The same considerations that hold you back from speaking out also stood in that man’s way — yet he cast aside all such considerations, saying “I entrust my affair to Allah,” and after that, see how Pharaoh could not harm him at all.

As for the disbelievers’ polemics, carried on day and night in noble Makkah to discredit the truth — in response, on one hand, arguments are given to establish the truth of the beliefs in the Oneness of God and the Hereafter, which were the actual point of contention between Muhammad (peace be upon him) and the disbelievers, and it is made plain that these people are disputing against the truths without any knowledge or valid argument whatsoever. On the other hand, the real motives behind why the chiefs of Quraysh were so vigorously opposing the Prophet are exposed. Outwardly they had put up the pretence that they had genuine objections to his teaching and his claim of prophethood, which was why they would not accept it. But in reality, for them it was purely a struggle for power. In verse 56, this is stated to them plainly, without any evasion: the real reason for your denial is the arrogance filling your hearts. You think that if people accept Muhammad’s prophethood, your own greatness will not survive. That is why you are exerting every effort to defeat them.

In this connection, the disbelievers are repeatedly warned that if they do not desist from disputing against Allah’s signs, they will meet the same fate that earlier nations met, and an even worse fate awaits them in the Hereafter. At that time you will regret it, but that regret will be of no benefit to you whatsoever.

None dispute concerning the signs of Allah² except those who have disbelieved.³ So do not let their movement about in the land deceive you.⁴ Before them, the people of Noah likewise denied, and after them many other factions did the same.

Those who disbelieved will be called out to on the Day of Resurrection: “The intensity of anger you feel against yourselves today is nothing compared to how much more intensely Allah was angered when you were called to faith and you persisted in disbelief.“¹⁴ They will say: “Our Lord, You have given us death twice and life twice,¹⁵ and now we confess our sins¹⁶ — is there then any way out?“¹⁷ (The answer will come:) This condition you are in is because when Allah alone was invoked, you refused to believe, but when others were associated with Him, you believed. So now the judgment rests with Allah, the Most High, the Most Great.¹⁸

CHAPTER: 40 EXPLANATORY FOOTNOTE # 14-18

He is the One who shows you His signs¹⁹ and sends down provision for you from the sky,²⁰ but only one who turns to Allah takes a lesson (from observing these signs).²¹ (So, O you who turn to Him,) call upon Allah alone, making your faith sincerely His,²² however unpleasant this may be to the disbelievers.

CHAPTER: 40 EXPLANATORY FOOTNOTE #19-22

He is the Exalted in degree,²³ Lord of the Throne.²⁴ He sends down the Spirit by His command upon whichever of His servants He wills,²⁵ so that he may warn of the Day of Meeting²⁶ — the Day when everyone will emerge from concealment, and nothing about them will be hidden from Allah. (On that day it will be called out:) “To whom does sovereignty belong today?“²⁷ (The whole creation will cry out:) “To Allah, the One, the Overpowering.” (It will be said:) “Today every soul is repaid for what it earned. No injustice will be done today.“²⁸ And Allah is swift in reckoning.²⁹

CHAPTER: 40 EXPLANATORY FOOTNOTE #23-29

O Prophet, warn people of the Day that is drawing near,³⁰ when hearts will leap up to the throats, and people will stand choking on their grief in silence. The wrongdoers will have neither a compassionate friend³¹ nor an intercessor whose word would be heeded.³² Allah knows even the stealthy glance of the eyes and all that the hearts conceal. And Allah will judge with perfect justice. As for those whom these polytheists invoke besides Allah, they can decide nothing at all. Indeed, it is Allah alone who hears and sees everything.³³

Have these people never travelled through the land that they might see what became of those who came before them? They were greater than them in strength and left behind more impressive traces in the land, yet Allah seized them for their sins, and there was no one to save them from Allah. This was their fate because their messengers had come to them with clear signs³⁴ and they refused to believe. In the end, Allah seized them — indeed, He is Mighty, Severe in punishment.

We sent Moses³⁵ with Our signs and manifest authority³⁷ to Pharaoh, Haman,³⁶ and Qarun, but they said, “He is a sorcerer, a liar.” Then when he brought them the truth from Us,³⁸ they said, “Kill the sons of those who have believed and joined him, and let their daughters live.“³⁹ But the scheming of the disbelievers came to nothing.⁴⁰

One day⁴¹ Pharaoh said to his courtiers, “Let me kill this Moses,⁴² and let him call upon his Lord. I fear that he will change your religion, or that he will spread corruption in the land.“⁴³

Moses said, “I have indeed sought refuge in my Lord and your Lord from every arrogant one who does not believe in the Day of Reckoning.“⁴⁴

At this point a believing man from Pharaoh’s household, who had been concealing his faith, spoke up: “Will you kill a man simply because he says, ‘My Lord is Allah,’ when he has brought you clear signs from your Lord?⁴⁵ If he is lying, his lie will fall back on himself.⁴⁶ But if he is truthful, then some of what he warns you of will certainly befall you. Allah does not guide one who transgresses limits and is a liar.⁴⁷ O my people, today the kingdom is yours, and you are dominant in the land — but who will help us if the punishment of Allah comes upon us?“⁴⁸

Pharaoh said, “I am only showing you what I myself see fit, and I am guiding you only to the right path.“⁴⁹

The man who had believed said, “O my people, I fear for you a day like the days that befell many factions before — like the day that came upon the people of Noah, and Ad, and Thamud, and those after them. And it is a fact that Allah intends no injustice for His servants.⁵⁰ O my people, I fear for you a Day of mutual calling out, when you will call to one another and flee about, but there will be no one to protect you from Allah. Indeed, whomever Allah lets go astray has no guide thereafter. Before this, Joseph came to you with clear signs, but you remained in doubt about what he brought, until when he died, you said, ‘Allah will never send any messenger after him.’“⁵¹ Thus Allah leaves astray whoever transgresses limits and is doubtful, disputing over the signs of Allah without any authority having come to them⁵³ — a stance deeply hateful in the sight of Allah and of the believers. Thus does Allah seal the heart of every arrogant tyrant.⁵⁴

Pharaoh said, “O Haman, build for me a lofty structure that I may reach the pathways — the pathways of the heavens — and look upon the God of Moses, though I truly think Moses is a liar.“⁵⁵ Thus was his evil conduct made fair-seeming to Pharaoh, and he was turned away from the right path. And Pharaoh’s scheming led to nothing but his own ruin.

The man who had believed said, “O my people, follow me — I will guide you to the right path. O my people, this worldly life is but a temporary provision;⁵⁶ the everlasting abode is the Hereafter. Whoever does evil will be repaid only in equal measure to what he did, but whoever does righteous deeds — whether male or female — provided he is a believer, all such people will enter Paradise, where they will be given provision without limit. O my people, what is this state of affairs, that I call you to salvation while you call me to the Fire! You call me to disbelieve in Allah and to associate with Him beings I have no knowledge of,⁵⁷ while I call you to the Almighty, the Ever-Forgiving. There is no denying that those you call me to have no claim to be invoked, either in this world or in the Hereafter,⁵⁸ and that our return is to Allah alone, and that transgressors⁵⁹ are the companions of the Fire. Soon you will remember what I am telling you today. I entrust my affair to Allah — He is the Watcher over His servants.“⁶⁰

In the end, whatever evil schemes they devised against him, Allah saved him from all of them,⁶¹ while Pharaoh’s people were overtaken by the worst of punishment.⁶² It is the Fire before which they are presented morning and evening, and when the Hour arrives, the command will be given: “Admit the people of Pharaoh into the severest punishment.“⁶³ Then consider the time when these people will be disputing with one another in the Fire. Those who were weak in the world will say to those who deemed themselves great, “We were your followers — will you now relieve us of some portion of the punishment of the Fire?“⁶⁴ Those who deemed themselves great will reply, “We are all in this together; Allah has already judged between His servants.“⁶⁵ Then those cast into the Fire will say to the keepers of Hell, “Pray to your Lord to lighten our punishment for even one day.” They will ask, “Did your messengers not come to you with clear signs?” They will say, “Yes.” The keepers of Hell will say, “Then pray yourselves — though the prayer of the disbelievers goes to nothing but waste.“⁶⁶

Know for certain that We surely help Our messengers and those who believe, both in the life of this world⁶⁷ and on the Day when the witnesses will stand forth⁶⁸ — a Day when no excuse will benefit the wrongdoers, when the curse will be upon them, and the worst abode will fall to their lot. Indeed, We guided Moses⁶⁹ and made the Children of Israel inheritors of the Book that was guidance and admonition for people of understanding.⁷⁰ So, O Prophet, be patient;⁷¹ Allah’s promise is true.⁷² Seek forgiveness for your shortcoming,⁷³ and glorify your Lord with His praise morning and evening.⁷⁴ The truth is that those who dispute concerning the signs of Allah without any authority having come to them have nothing but arrogance filling their hearts,⁷⁵ but they will never attain the greatness they vainly aspire to.⁷⁶ So seek refuge in Allah⁷⁷ — He is the All-Seeing, the All-Hearing.

The creation of the heavens⁷⁸ and the earth is indeed a greater matter than the creation of mankind, but most people do not know.⁷⁹ The blind and the seeing cannot be equal, nor can those who believe and do righteous deeds be equal to the wicked — yet you understand but little.⁸⁰ Surely the Hour is coming; there is no doubt about it, yet most people do not believe.⁸¹

Your Lord⁸² says, “Call upon Me, and I will answer you.⁸³ Those who out of arrogance turn away from worshipping Me will surely enter Hell, utterly humbled.“⁸⁴

It is Allah who made the night for you that you might find rest in it, and made the day bright. Indeed, Allah is most bountiful to mankind, yet most people do not give thanks.⁸⁵ That very Allah (who has done all this for you) is your Lord, the Creator of everything. There is no god but Him.⁸⁶ How then are you being turned away?⁸⁷ Thus were all those turned away who used to deny the signs of Allah.⁸⁸

It is Allah who made the earth a place of settlement for you⁸⁹ and raised the sky above as a canopy,⁹⁰ who shaped you and shaped you well, and who provided you with good and pure things.⁹¹ That very Allah (to whom these works belong) is your Lord. Blessed is He, the Lord of all the worlds. He alone is the Living.⁹² There is no god but Him. So call upon Him, making your faith sincerely His.⁹³ All praise belongs to Allah, Lord of all the worlds.⁹⁴

O Prophet, say to them: “I have been forbidden to worship those whom you invoke besides Allah,⁹⁵ since clear signs have come to me from my Lord, and I have been commanded to submit myself to the Lord of all the worlds.”

It is He who created you from dust, then from a sperm-drop, then from a clinging clot; then He brings you forth as an infant; then He lets you grow so that you reach your full strength, then further so that you reach old age — though some of you are taken back earlier.⁹⁶ All this is so that you may reach your appointed term⁹⁷ and that you may understand the reality.⁹⁸ He is the One who gives life and gives death. Whatever He decrees, He simply says to it “Be,” and it is.

Have you not seen those who dispute concerning the signs of Allah — how are they turned away?⁹⁹ These are the people who deny this Book and all the Books that We sent with Our messengers.¹⁰⁰ They will soon come to know, when shackles are around their necks, and chains, by which they will be dragged into boiling water, and then thrust into the Fire.¹⁰¹ Then it will be said to them, “Where now are those you used to associate as partners besides Allah?“¹⁰² They will say, “They have vanished from us — rather, we used to invoke nothing before.“¹⁰³ Thus does Allah confirm the straying of the disbelievers. It will be said to them, “This is your fate because you exulted upon the earth without right and were insolent in your joy.¹⁰⁴ Now enter the gates of Hell, to abide therein forever — how evil is the abode of the arrogant!”

So be patient, O Prophet,¹⁰⁵ Allah’s promise is true. Whether We show you some of what We threaten them with, or We take you [in death] before that, to Us they will be returned.¹⁰⁶

O Prophet,¹⁰⁷ We sent many messengers before you — of some We have told you, and of others We have not told you. It was not for any messenger to bring a sign¹⁰⁸ except by Allah’s permission. So when the command of Allah came, judgment was passed in truth, and there the wrongdoers were the losers.¹⁰⁹

It is Allah who made these cattle for you, so that you may ride some of them and eat the flesh of others. In them are many other benefits for you as well — they carry you to places you need to reach, and it is by them, as well as by ships, that you are transported. Allah is showing you His signs — which, then, of Allah’s signs will you deny?¹¹⁰

Have they, then,¹¹¹ never travelled through the land that they might see what became of those who came before them? They were greater than them in number, mightier in strength, and left behind more impressive traces in the land — yet what they had earned availed them nothing in the end. When their messengers came to them with clear signs, they remained wholly content with the knowledge they already possessed,¹¹² and then were overtaken by the very thing they used to mock. So when they saw Our punishment, they cried out, “We believe in Allah alone, and we reject all the partners we used to associate with Him!” But their faith could not benefit them once they had seen Our punishment — for this is the established way of Allah that has always applied among His servants¹¹³ — and it was then that the disbelievers were the losers.

Chapter 13: Ar-Ra’d

Introduction of the chapter in English &urdu, Arabic verses, English &urdu translation of the verses, links for Urdu footnotes of explanations

Name:

The word “Ar-Ra’d” (the Thunder) from the phrase in verse 13, “And the thunder glorifies Him with His praise, and so do the angels out of fear of Him,” has been designated as the name of this surah. This name does not mean that the surah discusses the phenomenon of thunder; rather, it merely serves as a marker indicating that this is the surah in which the word “Ar-Ra’d” occurs, or in which thunder is mentioned.

Period of Revelation:

The contents of Rukū 4 and Rukū 6 testify that this surah belongs to the same period as Surahs Yunus, Hud, and Al-A’raf — that is, the final phase of the Meccan period. The manner of expression makes it clear that a long time had already passed since the Prophet (peace be upon him) began inviting people to Islam; the opponents had been employing all sorts of schemes to defeat and frustrate his mission; the believers were repeatedly wishing that some miracle would be shown to bring these people onto the right path; and Allah was explaining to the Muslims that this is not the method He follows for guiding people to faith, and that if the enemies of the truth were being given more rope, this was nothing to be alarmed about. Furthermore, verse 31 shows that the disbelievers’ obstinacy had by then been demonstrated so many times over that it seemed entirely fitting to say that even if the dead were to rise from their graves, these people still would not believe, but would instead find some way to explain away even that event. All these indications suggest that this surah was revealed in the final period of the Meccan era.

Central Theme:

The purpose of the surah is presented right in its opening verse — namely, that what Muhammad (peace be upon him) is presenting is indeed the truth, but it is people’s own error that they fail to accept it. The entire discourse revolves around this central theme. Throughout, the truth of Tawhid (the Oneness of God), the Hereafter, and Prophethood is established repeatedly through various arguments; the moral and spiritual benefits of believing in them are explained; the harms of rejecting them are pointed out; and it is impressed upon the reader that disbelief is nothing but sheer folly and ignorance. Moreover, since the purpose of this entire discourse is not merely to satisfy the intellect but also to draw hearts toward faith, bare logical argumentation alone has not been relied upon. Instead, after presenting each argument and each piece of evidence, the discourse pauses to employ various methods of warning, admonition, encouragement, and compassionate exhortation, so that heedless people might abandon their misguided obstinacy.

Throughout the discourse, the objections of the opponents are answered at various points without being explicitly stated, and the doubts that existed in people’s hearts regarding Muhammad’s (peace be upon him) message — or that were being planted there by his opponents — are addressed and removed. Alongside this, comfort is also given to the believers, who, after years of prolonged and arduous struggle, were growing weary and anxiously awaiting divine help.

In the name of Allah, the Most Merciful, the Most Compassionate.

Alif. Lam. Mim. Ra. These are the verses of the Divine Book; and what has been sent down to you from your Lord is the very truth, but most people ⟨of your nation⟩ do not believe.

It is Allah Who raised the heavens without any pillars that you can see, then established Himself on the throne of His Kingdom, and made the sun and the moon subservient to a law. Everything in this entire system is running its course until an appointed time, and it is Allah alone Who governs the whole affair. He explains the Signs in detail, so that you may become certain of meeting your Lord.

And it is He Who spread out this earth, set up mountains in it like pegs, and made rivers flow. He it is Who created every kind of fruit in pairs, and He it is Who causes the night to cover the day. Surely in all these things there are great Signs for those who reflect and ponder.

And behold, on the earth there are tracts lying side by side; there are vineyards, cultivated fields, and date palms — some growing from a single root and some from separate roots — all watered by the same water, yet We make some of them excel others in taste. Surely in all this there are many Signs for those who use their reason.

Now if you wish to marvel at something, then marvel at the saying of these people: “When we have turned to dust, shall we really be created anew?” These are the people who have disbelieved in their Lord. These are the ones who will have shackles round their necks. These are the inmates of Hell, and in it they shall abide forever.

These people are impatient, demanding evil to be hastened upon them even before good, although exemplary punishments have already befallen those before them ⟨who followed this same path⟩. The truth is that your Lord overlooks the wrongdoings of people despite their excesses; and it is equally true that your Lord is severe in punishment.

Those who have refused to accept your message say, “Why has no Sign been sent down to this man from his Lord?” You are only a warner, and for every people there is a guide.

Allah knows what every female bears in her womb, and He is aware of what the womb falls short of and what it exceeds. With Him everything has its appointed measure. He knows both what is hidden and what is manifest. He is Great and Most High. It is all the same to Him whether any of you speaks secretly or aloud, whether one hides in the darkness of night or moves about in the light of day. For each person there are angels appointed, both before him and behind him, who watch over him by Allah’s command. Indeed, Allah does not change the condition of a people until they change what is in themselves. And when Allah decides to bring about the ruin of a people, none can avert it, nor can such a people have any protector against Allah.

It is He Who shows you the lightning, inspiring both fear and hope, and it is He Who raises up the clouds heavy with water. The thunder glorifies Him with His praise, and so do the angels, trembling in awe of Him. He sends thunderbolts and strikes with them whomever He wills — even while people are disputing about Allah. Truly His plan is mighty indeed.

To call upon Him alone is the truth. As for those other beings whom they call upon besides Him, they cannot respond to them in any way. Calling upon them is like a man stretching out his hands toward water, asking it to reach his mouth, when it can never reach him. The prayers of the disbelievers are nothing but an arrow shot without aim. To Allah alone prostrates everything in the heavens and on the earth, willingly or unwillingly, and so do their shadows, morning and evening. [Sajdah]

Ask them: Who is the Lord of the heavens and the earth? Say: Allah. Then say to them: Since this is the truth, have you taken, besides Him, protectors who have no power even to benefit or harm themselves? Say: Can the blind and the seeing be equal? Or can light and darkness be alike? Or have the partners they have set up with Allah created anything like His creation, so that creation itself has become confused for them? Say: Allah alone is the Creator of everything, and He is the One, the Supreme, the Irresistible!

Allah sends down water from the sky, and every valley flows according to its capacity, and the flood carries along a swelling foam on its surface — and a similar kind of foam rises from the metals that people melt to make ornaments and vessels. In this way Allah illustrates truth and falsehood. As for the foam, it passes away as scum; but that which benefits mankind remains on the earth. Thus does Allah set forth His parables.

For those who have responded to their Lord’s call there is the best reward; but as for those who have not responded, even if they possessed all that is on the earth and as much more besides, they would gladly offer it all as ransom to save themselves — yet a severe reckoning awaits them, and their abode is Hell — how evil a resting place! [Section 2]

Is it then possible that the person who knows this Book which your Lord has sent down to you to be the truth, and the person who is blind to this reality, could be equal? Only people of understanding take heed. And their way is this: they fulfill their covenant with Allah and do not break it after having bound themselves firmly to it. Their conduct is such that they maintain those bonds and relationships which Allah has commanded to be maintained; they fear their Lord and dread the possibility of a severe reckoning. Their state is such that they remain steadfast in seeking their Lord’s pleasure, establish Prayer, spend out of what We have provided them, both openly and secretly, and repel evil with good. For such people is the reward of the Final Abode — everlasting gardens which they will enter, along with the righteous among their forefathers, their spouses, and their offspring. Angels will come to welcome them from every side, saying, “Peace be upon you! This is your reward today for the patience you observed” — how excellent is this Final Abode!

As for those who break Allah’s covenant after having bound themselves firmly to it, who sever the bonds that Allah has commanded to be joined, and who spread corruption in the earth — upon them is the curse, and theirs is the most evil abode in the Hereafter.

Allah grants abundant provision to whomever He wills, and gives in due measure to whomever He wills. These people are engrossed in the life of this world, whereas the life of this world, compared with the Hereafter, is nothing but a fleeting enjoyment. [Section 3]

Those who have refused ⟨to accept the Messengership of Muhammad⟩ say, “Why has no Sign been sent down to this man from his Lord?” Say: Allah lets go astray whomever He wills, and guides to Himself whoever turns to Him. Such are the people who have accepted ⟨the message of this Prophet⟩ and whose hearts find contentment in the remembrance of Allah. Be aware! It is in the remembrance of Allah alone that hearts find contentment. Those who have accepted the call to truth and done righteous deeds — they are the fortunate ones, and theirs is an excellent end.

O Muhammad, thus have We sent you forth as a Messenger, among a people before whom many other peoples have passed away, so that you may recite to them what We have revealed to you, even though they are disbelieving in their Most Merciful Lord. Say to them: He alone is my Lord; there is no god but Him; in Him alone have I placed my trust, and to Him alone shall I return.

And what would happen if a Qur’an were sent down by which the mountains could be set moving, or the earth could be cleft asunder, or the dead could be made to speak? ⟨Producing such Signs is not difficult⟩ — indeed, all power rests with Allah alone. Have the believers not yet realized ⟨despite still hoping for some Sign to appear in response to the disbelievers’ demand⟩ that had Allah so willed, He could have guided all mankind? As for those who have adopted an attitude of disbelief toward Allah, some calamity or other keeps befalling them because of their misdeeds, or it strikes near their homes, and this will go on until Allah’s promise is fulfilled. Surely Allah does not fail in His promise. [Section 4]

Even before you, many Messengers were mocked, but I always gave respite to the deniers, and in the end I seized them — so behold how severe was My punishment!

Is He, then, Who watches over every soul, keeping account of all that it earns, ⟨like those who cannot⟩? Yet such is the audacity being shown against Him — that people have set up partners for Him! Say to them, O Prophet, “⟨If they are truly partners you have set up for God,⟩ then name them — who are they? Are you informing Allah of something on His earth that He does not know? Or are you merely uttering hollow words?” The truth is that their scheming has been made to seem fair to those who have refused to accept the call to truth, and they have been barred from the Straight Path. Whomever Allah lets go astray, none can show him guidance. For such people there is punishment in the life of this world, and the punishment of the Hereafter is far more severe. There is none who can save them from Allah.

The Paradise promised to the God-fearing has this description: beneath it rivers flow, its fruits are everlasting, and its shade is unending. This is the reward of the righteous, whereas the reward of those who deny the truth is the Fire of Hell.

O Prophet, those to whom We had given the Book before rejoice over this Book which We have sent down to you; yet among the various factions there are also those who deny some parts of it. Say plainly, “I have only been commanded to worship Allah and not to associate any partner with Him. To Him alone do I call, and to Him alone is my return.” Thus have We sent down this Qur’an in Arabic, containing this very guidance. Now if, after all the knowledge that has come to you, you were to follow the desires of these people, then you would have no protector or helper against Allah, nor could anyone save you from His seizure.

Even before you, We sent many Messengers, and We made them men who ate food and walked in the markets, with wives and children. No Messenger had the power to bring forth any Sign except by Allah’s permission. For every era there is a Book. Allah blots out whatever He wills and confirms whatever He wills; with Him is the Mother of the Book.

And, O Prophet, whether We show you a part of the evil end We are threatening these people with during your own lifetime, or whether We take you away before it comes to pass, in either case your task is only to deliver the message; the reckoning is Our concern. Do these people not see that We are advancing upon this land, narrowing it down from every side? Allah is ruling, and none can reverse His decisions; He is swift in reckoning. Those who came before them also devised great schemes, but the truly decisive scheme belongs entirely to Allah. He knows what everyone is earning, and soon these deniers of the truth will see whose end is best.

These deniers say, “You have not been sent by Allah.” Say: “Allah’s testimony is sufficient between me and you, and so is the testimony of everyone who has knowledge of the heavenly Book.” [Section 6]

Verse 13:33 with explanatory footnotes 50-54

Here is the English translation:

Is He, then, Who watches every soul, keeping account of all that it does, ⟨like those who cannot?⟩ Yet people have set up partners with Him. Say to them, O Prophet, “Name them! ⟨If they are really partners you have set up for God⟩, are you informing Him of something on His earth that He does not know? Or are you merely uttering hollow words?” The truth is that their scheming has been made to seem fair to those who have refused to accept the call to truth, and they have been barred from the Straight Path.

A few notes on the translation choices:

  • “متنفّس” (mutanaffis) literally means “one who breathes” — I’ve rendered it as “soul” to preserve the sense of every living, breathing being being watched over.
  • The rhetorical structure “کیا وہ جو…” (“Is He who…”) is an ellipsis in the Arabic/Urdu original — the implied comparison (with those who are powerless or unaware) is often supplied in brackets by translators, which I’ve kept as ⟨like those who cannot?⟩ to mark it as an editorial insertion rather than part of the literal text.
  • I kept your bracket/footnote-marker style (⟨…⟩ for explanatory insertions, superscript numbers for footnotes) so it stays consistent with your source formatting if you’re preparing this for publication.

Here is the English translation of the footnotes to Surah Ar-Ra’d:

Footnote 50:

That is, He Who is individually aware of the condition of every single person, and from Whose sight neither the goodness of any righteous person nor the evil of any wicked person is hidden.

Footnote 51:

The audacity referred to is this: rivals and counterparts are being set up for Him; His creatures are being made partners in His Being, His attributes, and His rights; and while living within His dominion, people imagine that they can do whatever they please and no one will call them to account.

Footnote 52:

…they invent whatever comes to mind, relying on nothing but their own fancy for support.

Footnote 53:

One reason for calling shirk (polytheism) “scheming” or “trickery” is that, in reality, none of those to whom divine attributes and powers have been ascribed — whether celestial bodies, angels, spirits, or eminent human beings — and who have been made partners in God’s exclusive rights, ever themselves claimed such attributes and powers, or demanded such rights, or taught people, “Perform acts of worship before us, and we will look after your affairs.” Rather, this was the doing of shrewd men who, in order to establish their own godhood over the common people and to share in the fruits of their labor, fabricated counterfeit deities, made people believe in them, and then set themselves up in one way or another as the representatives of these deities, using the arrangement to serve their own interests.

The second reason for describing shirk as “scheming” is that it is, in truth, a self-deception — a back door through which man seeks an escape route for the sake of worldly attachment, to evade moral restraints, and to lead an irresponsible life.

The third reason for describing the polytheists’ conduct as “scheming” comes next.

Footnote 54:

It is human nature that when a person chooses one thing over another, he tries, in order to satisfy his own conscience and to convince others of his rectitude, to justify by every possible argument the thing he has chosen, while he begins gathering all sorts of arguments against the thing he has rejected. On this basis it has been stated that when they refused to accept the call to truth, then, in accordance with the law of nature, their error was made to appear attractive to them, along with the scheming needed to persist in that error — and by that same natural law, they were barred from coming onto the Straight Path.

As Sajdah Footnotes 14,15& 16

Surah Ha-Meem As-Sajdah, Footnote No. 14

  1. At this point, three matters need clarification:

First, that by “heaven” here is meant the entire universe, as is clear from the subsequent phrases. In other words, “turning attention to the heaven” means that Allah turned His attention to the creation of the universe.

Second, that by “smoke” is meant that initial state of matter in which, before the shaping of the universe, it was spread out in space like a shapeless, dispersed dust cloud. Present-day scientists express this very thing as a “nebula,” and their conception of the beginning of the universe is likewise that before creation, the matter from which the universe was formed was dispersed in this smoke-like or nebulous form.

Third, it is not correct to understand from “then He turned His attention to the heaven” that He first made the earth, then carried out the work of setting mountains firmly in it, placing blessings in it, and providing food supplies in it, and then, after finishing with that, turned His attention to the creation of the universe. This misunderstanding is removed by the sentence that follows: “He said to the heaven and the earth, ‘Come into being, willingly or unwillingly,’ and they said, ‘We come, obediently.’” This makes it clear that this verse and the verses that follow are speaking of a time when there was neither earth nor heaven, but rather the beginning of the creation of the universe was taking place. The mere word “thumma” (then) cannot be made the basis for the claim that the earth’s creation had already taken place before the heaven’s. There are numerous examples in the Qur’an showing that the word “thumma” is not necessarily used for chronological sequence, but is also used for sequence of narration/exposition (see Tafhim al-Qur’an, Vol. 4, Surah Az-Zumar, Footnote No. 12).

Among the earlier commentators, this debate continued for a long time as to whether, according to the Qur’an, the earth was made first or the heaven. One group argues from this verse and verse 29 of Surah Al-Baqarah that the earth was made first. The other group brings evidence from verses 27–33 of Surah An-Nazi’at that the heaven was made first, because there it is explicitly stated that the creation of the earth took place after the heaven. But the reality is that nowhere in the Qur’an is the creation of the universe mentioned in order to teach physics or astronomy; rather, while inviting people to believe in the doctrines of Tawhid and the Hereafter, the creation of the earth and heaven, like countless other signs, has been presented for reflection. For this purpose, it was entirely unnecessary to state the chronological order of the creation of the heaven and earth, or to specify whether the earth was made first or the heaven. Whichever of the two was made first, both are, in any case, witnesses to Allah’s being the One God, and testify to the fact that their Creator did not build this entire workshop as a plaything for some frivolous person. This is why the Qur’an sometimes mentions the creation of the earth first, and sometimes the creation of the heaven first. Where the purpose is to make man conscious of God’s favors, it generally mentions the earth first, because it is closer to man. And where the purpose is to convey a sense of God’s greatness and the perfection of His power, it generally mentions the heavens first, because the spectacle of the revolving heavens has always instilled awe in the human heart.

Surah Ha-Meem As-Sajdah, Footnote No. 15

  1. In these words, Allah has described the manner of His method of creation in such a way that the difference between divine creation and human craftsmanship becomes completely clear. When a human being wants to make something, he first fixes its design in his mind, then gathers the material required for it, then makes continuous effort and struggle to shape that material according to his design, and during this effort, the material which he wants to mould into his mental design keeps continuously resisting him — until sometimes the resistance of the material succeeds and the thing does not come out properly according to the intended design, and sometimes the man’s effort prevails and he succeeds in giving it the shape he wanted. For example, a tailor wants to make a shirt. For this, he first brings the image of the shirt’s form to his mind, then, procuring cloth, he tries to cut and sew it according to his conception of the shirt, and during this effort he has to continuously contend with the cloth’s resistance, since it is not easily ready to be moulded to the tailor’s conception — until sometimes the cloth’s resistance prevails and the shirt does not come out properly, and sometimes the tailor’s effort prevails and he gives the cloth exactly the shape according to his conception.

Now observe Allah’s manner of creation. The matter of the universe was spread out in the form of smoke. Allah willed to give it the form that the universe now has. For this purpose, He did not have to sit down like a human craftsman and fashion the earth, the moon, the sun, and the other stars and planets; rather, He merely commanded that design of the universe which was in His mind to come into being — that is, He commanded the matter spread out like smoke to be moulded into the form of those galaxies, stars, and planets which He wished to create. This matter did not have the power to resist Allah’s command. Allah did not have to make any effort or exertion to mould it into the form of the universe. The command was given, and on the other side, that matter contracted and condensed, moulding itself obediently to its Master’s design, like obedient servants, until within 48 hours the entire universe, including the earth, was made ready.

This very characteristic of Allah’s method of creation has been described at several other places in the Qur’an in this way: that when Allah decides upon some matter, He simply commands it, “Be,” and it comes to be. (See Tafhim al-Qur’an, Vol. 1, pp. 105, 252, 259; Vol. 2, pp. 541–542; Vol. 3, p. 67; Vol. 4, Ya-Sin, verse 82; Al-Mu’min, verse 68.)

Surah Ha-Meem As-Sajdah, Footnote No. 16

  1. To understand these verses, it will be useful to study the following places in Tafhim al-Qur’an: Vol. 1, p. 61; Vol. 2, pp. 441–442, 500–502; Vol. 3, pp. 155–157, 248, 270; Vol. 4, Ya-Sin, Footnote No. 37; As-Saffat, Footnotes No. 5–6.

Footnotes; 9&10

Surah Ha-Meem As-Sajdah, Footnote No. 9

  1. There is a difference of opinion among the commentators regarding the meaning of “zakah” here. Ibn Abbas and his eminent students Ikrimah and Mujahid say that at this point, zakah refers to the purity of the soul that is achieved through belief in Tawhid (the Oneness of God) and obedience to Allah. According to this interpretation, the verse would translate as: destruction is for those polytheists who do not adopt purity. The second group, which includes commentators such as Qatadah, Suddi, Hasan al-Basri, Dahhak, Muqatil, and Ibn al-Sa’ib, take the word here also to mean zakah of wealth. According to this interpretation, the meaning of the verse is: destruction is for those who, by committing shirk, deny God His due, and by not giving zakah, deny His servants their due.

Surah Ha-Meem As-Sajdah, Footnote No. 10

  1. In the original, the words “ajrun ghayru mamnoon” are used, which have two further meanings. One is that it will be such a reward that will never diminish. The other is that this reward will not be given while constantly reminding (the recipient) of the favor, the way a miser’s gift is — that if he forces himself to give something to someone, he keeps reminding them of it again and again.

Surah Ha-Meem As-Sajdah, Footnote No. 5

  1. That is, it is not within my power to remove the covers that have settled over your hearts, to open your deaf ears, and to tear apart the veil that you yourselves have placed between me and you. I am but a human being. I can only make understand him who is ready to meet (the truth halfway).

Surah Ha-Meem As-Sajdah, Footnote No. 6

  1. That is, you may cover your hearts and deafen your ears if you wish. But the reality is that you do not have many gods; rather, there is only one God, whose servants you are. And this is not some philosophy that I have devised through my own reflection and thinking, which has an equal chance of being right or wrong. Rather, this reality has been disclosed to me through revelation, in which there is not even the slightest possibility of error.

Surah Ha-Meem As-Sajdah, Footnote No. 7

  1. That is, do not make anyone else a god, do not worship or serve anyone else, do not call upon anyone else for help, do not bow your head in submission and obedience before anyone else, and do not accept anyone else’s customs, traditions, laws, or code as a binding law to be obeyed.

Surah Ha-Meem As-Sajdah, Footnote No. 8

  1. Forgiveness for the disloyalty you have shown toward your God up to now, for the shirk (associating partners with God), disbelief, and disobedience you have committed until now, and for the sins that you have committed on account of your forgetfulness of God.

AsSajda Footnotes: 2,3,4

Surah Ha-Meem As-Sajdah, Footnote No. 2

  1. That is, there is no way open for it to reach our hearts.

Surah Ha-Meem As-Sajdah, Footnote No. 3

  1. That is, this call (da’wah) has created a separation between us and you. It has cut us off from you and you from us. It has become a barrier that does not allow us and you to come together.

Surah Ha-Meem As-Sajdah, Footnote No. 4

  1. This has two meanings. One, that we have nothing to do with you. Second, that if you will not desist from your call, then go on doing your work — we too will not desist from opposing you, and we will do whatever we can to bring you down/humiliate you.

Historical impacts of Quranic principles & practices

This verse carries two meanings, and major commentators have stated both:

The first meaning is that they will soon see with their own eyes that the call of this Qur’an has spread over all the surrounding lands, and that they themselves have been brought low before it. At that point they will realize that what is being told to them today, and which they refuse to accept, was the plain truth. Some have objected to this interpretation, saying that a message merely gaining dominance and conquering vast territories is not, by itself, proof of its truth—false causes also spread and their followers also go on conquering land after land. But this is a superficial objection made without considering the whole matter. The astonishing conquests granted to Islam in the time of the Prophet (peace be upon him) and the Rightly-Guided Caliphs were signs of God not merely in the sense that believers conquered territory after territory, but in this sense: that this conquest of nations was unlike other conquests in the world, which merely make one man, one family, or one people the master of others’ lives and property, filling God’s earth with oppression. On the contrary, this conquest brought in its wake a tremendous religious, moral, intellectual, cultural, political, and economic revolution, whose effects, wherever they reached, brought out the best qualities in human beings and suppressed the worst. Virtues that the world expected to find only in world-renouncing ascetics and hermits secluded in worship, and could never imagine finding among those engaged in worldly affairs, this revolution displayed in the governance of rulers, the justice of judges, the wars and conquests of generals commanding armies, the administration of tax collectors, and the commerce of great merchants. Within the society it produced, it raised ordinary people so high in morals, character, and cleanliness that even the elite of other societies came to appear inferior by comparison. It pulled humanity out of the cycle of superstition and myth and set it upon the clear highway of rational inquiry and sound thought and action. It cured social ills that other systems had not even conceived of addressing, or had failed to cure even when they tried—such as discrimination among people on the basis of race, homeland, or language; class division within a single society and the resulting distinctions of high and low and untouchability; the absence of equality between legal rights and actual social practice; the degradation of women and their deprivation of even basic rights; widespread crime; the common prevalence of alcohol and intoxicants; government being above criticism and accountability; the common people being deprived of even basic human rights; disregard for treaties in international relations; savagery in war; and other such ills. Above all, within the Arabian peninsula itself, this revolution visibly replaced anarchy with order, bloodshed and lawlessness with peace, vice and immorality with piety and purity, oppression and injustice with justice, filth and coarseness with cleanliness and refinement, ignorance with knowledge, and generations-old feuds with brotherhood and love—and it made a people who could not even dream of anything beyond the chieftaincy of their own tribe into the leaders of the world. These were the signs that this very generation saw with its own eyes—the generation to whom the Prophet (peace be upon him) first recited this verse. And from that time to this day, God has continued to display these signs without interruption. Even in their periods of decline, Muslims have shown a standard of moral conduct that those who fashion themselves as standard-bearers of civilization and refinement have never come close to matching. There is no parallel anywhere in Muslim history for the cruelty that European nations inflicted upon subjugated peoples in Africa, the Americas, Asia, and within Europe itself. It is the blessing of the Qur’an alone that has instilled such humanity in Muslims that, even after gaining power, they never became tyrants to the degree that non-Muslims have been found to be tyrants in every era of history, down to the present day. Anyone with eyes can see for himself how Christians were treated during the centuries of Muslim rule in Spain, and how Muslims were then treated once Christians gained the upper hand there; how Muslims treated Hindus during their eight-hundred-year rule in India, and how Hindus are treating Muslims now that they hold power; and what the conduct of Muslims toward Jews has been over the past thirteen hundred years, compared to how Muslims are being treated in Palestine today.

The second meaning of this verse is that God will show people signs, both in the horizons of the earth and sky and within their own selves, through which it will become clear to them that the teaching given by this Qur’an is indeed the truth. Some have objected to this interpretation as well, saying that people were already looking at the horizons of earth and sky and at their own selves even then—so what does it mean to say that signs would be shown within these things in the future? But this objection is just as superficial as the objection to the first interpretation. The horizons of earth and sky are, without doubt, the very same ones that mankind has always beheld, and man’s own being is likewise the same as it has always been in every age—but the signs of God contained within these things are so countless that man has never been able to encompass them, nor will he ever be able to. In every age, new signs have kept appearing before mankind, and they will continue to appear until the Day of Judgment.
