وَ لَا یَزَالُ الَّذِیۡنَ کَفَرُوۡا تُصِیۡبُہُمۡ بِمَا صَنَعُوۡا قَارِعَۃٌ اَوۡ تَحُلُّ قَرِیۡبًا مِّنۡ دَارِہِمۡ حَتّٰی یَاۡتِیَ وَعۡدُ اللّٰہِ ؕ اِنَّ اللّٰہَ لَا یُخۡلِفُ الۡمِیۡعَادَ ﴿٪۳۱﴾
لوگوں نے خدا کے ساتھ کُفر کا رویّہ اختیار کر رکھا ہے اُن پر ان کے کر تُو توں کی وجہ سے کوئی نہ کوئی آفت آتی ہی رہتی ہے، یا ان کےگھر کے قریب کہیں نازل ہوتی ہے۔ یہ سلسلہ چلتا رہے گا یہاں تک کہ اللہ کا وعدہ آن پُورا ہو۔ یقیناً اللہ اپنے وعدوں کے خلاف ورزی نہیں کرتا۔ ؏ ۴
Translation of the Arabic (Qur’an 13:31, concluding portion):
“And those who disbelieve will not cease to be struck by calamity for what they have done, or it will descend close to their homes, until the promise of Allah comes. Indeed, Allah does not fail in [His] promise.”

For the disbeliever, calamity functions as a warning or a partial taste of punishment (a “down payment” before the fuller reckoning). For the believer, the same category of hardship is ibtilā’ — a trial meant to purify, raise rank, or expiate sin. The event can look identical from outside; what differs is what it accomplishes for the one experiencing it.
2. Context of this specific ayah (13:31) Classical commentators note the immediate context concerns the Quraysh and Makkan mushrikīn. The “qāri’ah” (striking calamity) and the affliction descending “close to their homes” are widely explained as referring to Muslim military expeditions/raids approaching Makkan territory in the years before the conquest — a sequence of warnings building toward the final promise (fat’h Makkah, or ultimately the Day of Judgment). So the verse’s disbeliever-specific calamities are tied to that historical unfolding, not a claim that afflictions are exclusive to disbelievers in general.

- “ہم ضرور تمہیں کچھ خوف، بھوک، اور مال، جانوں اور پھلوں کے نقصان سے آزمائیں گے — اور صبر کرنے والوں کو خوشخبری دے دو۔” (۲:۱۵۵)
- بخاری/مسلم کی حدیث: سب سے زیادہ آزمائے جانے والے لوگ انبیاء ہیں، پھر ان کے بعد جو دین میں ان سے قریب تر ہوں، ہر ایک کی آزمائش اس کے دین کی مضبوطی کے مطابق ہوتی ہے۔

१. एक ही घटना, अलग मक़सद (इब्तिला बनाम इक़ाब) इब्न कसीर और तबरी जैसे मुफ़स्सिरीन आफ़त की बाहरी शक्ल के बजाय उसके मक़सद में फ़र्क़ करते हैं। काफ़िर के लिए आफ़त एक चेतावनी या सज़ा का आंशिक पेशख़ेमा होती है (पूरे हिसाब से पहले एक “बयाना”)। मोमिन के लिए वही तरह की मुसीबत इब्तिला है — एक आज़माइश जो पाकीज़गी लाती है, दर्जे बुलंद करती है, या गुनाहों का कफ़्फ़ारा बनती है। घटना बाहर से एक जैसी दिख सकती है, फ़र्क़ इस बात में है कि वह अनुभव करने वाले के लिए क्या हासिल करती है।

- बुख़ारी/मुस्लिम की हदीस: सबसे ज़्यादा आज़माए जाने वाले लोग नबी हैं, फिर उनके बाद जो दीन में उनके क़रीब हों, हर एक की आज़माइश उसके दीन की मज़बूती के मुताबिक़ होती है।
४. इब्न क़य्यिम का नज़रिया ज़ाद अल-मआद और उससे जुड़ी तसनीफ़ों में वे स्पष्ट करते हैं कि मुसीबत इस दुनिया में सबके लिए एक सुन्नत (स्थापित तरीक़ा) है, लेकिन यह मोमिन के लिए सब्र और रज़ा बिल-क़ज़ा के ज़रिए रहमत और दर्जों की बुलंदी का ज़रिया बन जाती है, जबकि काफ़िर के लिए, इस फ़्रेमवर्क के बिना, यह या तो नज़रअंदाज़ हो जाती है या सिर्फ़ आने वाली सज़ा की ख़बर बनकर रह जाती है।
