“Signs” here refers to those signs which indicate that the Maker and Governor of this universe is one God, and one God alone.

Surah Al-Mu’min, Footnote No. 20

“Provision” here refers to rain, since all the various kinds of sustenance that man receives in this world ultimately depend upon rain. Out of His countless signs, Allah singles out this one alone to draw people’s attention to it, so that if they merely reflect upon the workings of this single thing, they will realize that the picture of the universe’s order being given to them in the Qur’an is indeed the truth. This system could only be established if the earth and its creatures, and water, and air, and the sun, and heat and cold, were all the creation of one and the same God. And this system could only continue running with unbroken regularity for millions upon millions of years if the One who created man, animals, and plants on earth also created water in exact proportion to their needs, and then set up these astonishing arrangements to regularly carry and distribute this water across the face of the earth. Now who could be more unjust than a person who, seeing all this, still denies God, or sets up other beings to share in His godhood?

Surah Al-Mu’min, Footnote No. 21

That is, a person who has turned away from God, whose reason is veiled by heedlessness or prejudice, cannot draw any lesson from what he observes, however much he sees. His animal eyes will indeed perceive that winds blew, clouds gathered, thunder and lightning occurred, and rain fell — but his human mind will never stop to think why all this is happening, who is causing it, and what claims it has upon him.
